Past experience has caused considerable difficulty for the want of some authoritative guidance, particularly of the Audit Department. I have carefully gone through the original instructions of 1847 and revised them in order to adapt them to present times, and I have the honour to forward copies for Your Lordship's consideration.
The draft instructions represent what is practically carried out now, in a great measure without formal instructions; and as my own experience goes, they would be equally adapted to our other Colonies besides Hong Kong.
The rules which are now observed in Hong Kong, as stated in paras 33 and 34, have been taken from recommendations made in the Colonial Report on Colonial Prisons, and followed without the inconveniences experienced in Cyprus.
